PSA 31:2023 is the standard the PSA requires for new entrants into the Door Supervision and Manned Guarding sector. This standard outlines the procedures and systems needed before a company can offer Manned Guarding services.
The PSA has issued the standard and the certification guidelines, which are free of charge from the PSA websites.
PSA 31 is required for all new entrants into the Manned Guarding sector, including companies that already hold a PSA licence in another sector.
The PSA conducts all PSA 31 audits. Once a company has been certified to PSA 31, it is required to contact a certification body to register and book its PSA 28 audit.
The Private Security Authority (PSA) is the regulatory body for the private security industry in Ireland. It was established under the Private Security Services Act 2004. The role of the PSA is to improve and maintain standards in the provision of security services in the State by operating a standards-based licensing system.
PSA 28:2013 is the standard required by the PSA in order to retain and renew a Manned Guarding licence.

PSA 28 is also the standard used for Door Supervision.
The certificate issued by Amtivo will indicate if the audit was conducted for Manned Guarding only or Manned Guarding and Door Supervision.
Door Supervision cannot be added to a PSA 28 certificate without first obtaining a PSA 31 certificate for Door Supervision and obtaining a PSA licence for Door Supervision.
